A plow (or plough) prepares the ground for seeding, it does this by ripping up the soil and burring any remaining crops or roots left after harvest. A plowing goes much deeper than cultivating and turns over the soil rather than just breaking it up.
Plowing is needed after planting certain crops such as corn, potatoes, sugar beets, otherwise you will lose yield.
